Community right to bid
The right gives communities a fairer chance to bid to buy community assets.
The right to bid will give community groups a fairer chance to prepare and bid to buy community buildings and facilities that are important to them. This could be the:
- village shop
- pub
- community centre
- children’s centre
- allotment
- library
The right will include private as well as public assets.
Local authorities will be required to keep a list of all assets of community value. If an owner of a listed asset wants to sell it they would be required to notify the local authority who would in turn have to notify interested parties. If local groups are interested in buying the asset they will have six months to prepare a bid to buy it before the asset can be sold.
The community right to bid will complement other rights being introduced to push more power down to local communities such as the community right to reclaim land, which enables citizens and communities to get underused property back into use.
